After I e-filed 2018 tax return, I got an amended 1099-B that showed there was a changes on qualified dividend. After I input the amended 1099-B, I found the change on Line 9b of the form 1040. But no other changes. No change on agi and tax, no refund no tax due. Should I file amended return?

Since your refund amount did not change and you have no tax due, it is not necessary to file an amended return. Just keep the form in with your 2018 return for your records.
