I had to amend my 2019 taxes because I forgot a 1099 R form, once I finished it turns out I owe for both Federal and state. I understand that I need to e-mail my returns. When I printed my taxes 4 vouchers also printed with the same dollar amount. I'm confused as to what these vouchers are for, because they are different than the amounts that I owe to Federal and state.

Amended tax returns can only be printed, signed, dated and mailed by you to the IRS and your state, then cannot be e-filed.

The 4 forms you have are for estimated tax payments for tax year 2020. The Form 1040-ES are for your use only and are not reported to the IRS. They are created usually when you had a large amount of taxes owed on the current year tax return. It is your choice to use or not use the 1040-ES forms to make an estimated tax payment in 2020.
