You used two terms that I'm not sure about. An offset will occur if there is money that you owe for Federal, or State taxes, Alimony, Child care or some other items. I'm not aware of any action in the Care Act that is going to delay a refund from your tax return. However, they may garnish it for child care.

Under the cares act Federal Tex offsets are supposed to be halted, with the exception of child support. Meaning if you owe on a defaulted student loan and your refund usually gets garnished it’s not supposed to under the cares act that was enacted on March 27th ish?? Are they still be garnished I have heard yes and no? If anyone had had the tax topic 203 and their check was still deposited I am curious!!
