      <description>&lt;P&gt;Ok ... so if you had filed a joint return in the past and there was a balance due then the IRS will take the refunds from both of you until that debt is satisfied.&amp;nbsp; &amp;nbsp;If he was to pay the debt and did not then this is a civil matter ... sue him.&amp;nbsp;&lt;/P&gt;</description>
