The same reason that other taxpayers filing their tax returns using other tax preparation software, paid tax professionals or filing by paper have not received a refund by March 28, 2020.

The IRS did not start processing 2019 tax returns until January 27, 2020. Only two months ago. About 90% of all tax returns are processed within 21 days from the time the tax return was accepted until a tax refund was issued. So that means that 10% of all tax returns with a refund are Not processed in 21 days. In tax year 2018 there were 112,154,000 tax returns filed for a tax refund. So that means 11,215,400 were Not processed in 21 days for a tax refund to be issued.

It's been longer than 21 days since the IRS received my return and I haven’t gotten my refund. Why?
Some tax returns take longer to process than others for many reasons, including when a return:

Includes errors
Is incomplete
Is affected by identity theft or fraud
Includes a claim filed for an Earned Income Tax Credit or an Additional Child Tax Credit. See Q&A below.
Includes a Form 8379, Injured Spouse Allocation, which could take up to 14 weeks to process
Needs further review in general

And some people thought they were done but didn't finish filing or it rejected or they were suppose to mail in their return.

Here's some things to double check. You can check your efile status here

When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.

When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
