Tax code 203

I received a tax code of 203 last week on my WMR status. When I called the offset line, I pressed opt# 2, & was told by recording it was a debt to the Comm. of PA. So I called the number they provided & spoke to a rep from the Dept of Revenue of PA. He said I owed $164.99. I was like that’s it? Yes that’s it. So my question is my WMR update says my direct deposit has been approved for $5,428, but it gives no date. Even my transcripts say code 846 date 2/26/20. Will I still get my refund direct deposited it I owe $146.99? They said it was my state from last year. This year my state was $462. Won’t they just take the $146.99 from my $462.00 state refund? And will I still get direct deposited on that date 2/26/20? Thank you
