I want to mail my tax and, when printed out, I find that Line 20a is filled in with the total refund. I do not want it refunded but can'f find the way to have that changed. Two of my 2018 estimated taxes were paid late and I will owe a penalty and I want the refund used for that. How can I accomplish that?

There is no way to do what you want to do. The IRS will calculate any late penalties and interest and send you an invoice for payment. Take the refund now and pay when you get the invoice from the refund amount.
