The laws concerning EITC & ACTC stink, but they're needed in order to stop false claims.
I found this while searching for some info for a friend about the processing time for those credits. WMR won't start updating for anyone with the PATH until 2/23/19. The following was taken from the IRS website.
Refund Timing for Earned Income Tax Credit and Additional Child Tax Credit Filers.
Taxpayers who claim the Earned Income Tax Credit or the Additional Child Tax Credit may experience a refund hold. According to the Protecting Americans from Tax Hikes (PATH) Act, the IRS cannot issue these refunds before mid-February. The IRS expects the earliest EITC/ACTC related refunds to be available in taxpayer bank accounts or debit cards starting February 27, 2019, if these taxpayers chose direct deposit and there are no other issues with their tax return.

Where's My Refund? ‎on IRS.gov and the IRS2Go mobile app will be updated February 23 for the vast majority of early filers who claimed the Earned Income Tax Credit or the Additional Child Tax Credit. These taxpayers will not see a refund date on Where's My Refund? or through their software packages until then. The IRS, tax preparers and tax software will not have additional information on refund dates, so Where’s My Refund? remains the best way to check the status of a refund. Where’s My Refund? is only updated once daily, usually overnight, so checking it more often will not produce new or different results.

Why is my refund being held?
If you claim the EITC or ACTC on your tax return, the IRS cannot issue your refund before mid-February. The law requires the IRS to hold the entire refund — even the portion not associated with the EITC or ACTC. Like previous years, some tax refunds may be held if there are questions about the tax return or the IRS needs more information.

When will I get my refund?
The IRS expects the earliest EITC/ACTC related refunds to be available in taxpayer bank accounts or debit cards starting February 27, 2019, if these taxpayers chose direct deposit and there are no other issues with their tax return.

Why does it take so long for the funds to show up in my account?
It takes additional time for refunds to be processed after leaving the IRS, and for financial institutions to accept and deposit them to bank accounts and products like debit cards. Also, many financial institutions do not process payments on weekends or holidays, which can affect when refunds reach taxpayers. For EITC and ACTC filers, the three-day holiday weekend involving President’s Day affects their refund timing.

How do I check the status of my refund?
Where's My Refund ‎on IRS.gov and the IRS2Go mobile app remains the best way to check the status of a refund. Where’s My Refund will be updated with projected deposit dates for most early EITC and ACTC refund filers by February 23 so those filers will not see a refund date on Where's My Refund ‎or through their software packages until then. The IRS, tax preparers and tax software will not have additional information on refund dates, so these filers should not contact or call about refunds before the end of February.

As of today, 02/07/19 at 3:31 am, there is no change to the status of my return. I submitted on 01/28 and it was accepted on the same date 01/28. I have the EITC credit, but I've never experienced any hold-ups. Anyone else experience this same thing?

As of 9:30 a.m. in NY I'm still on one bar. Received and being processed. It's one week since my return was accepted. I keep comparing the amount of time it took IRS to approve my return last year. I received my refund on 2/15/18 - two weeks after acceptance, but we didn't have a government shutdown last year. IRS is probably backlogged. I keep reading on this site and others about people who e-filed on the same day I did or later getting their DD dates. I keep trying to convince myself that the IRS is processing millions of returns from early filers and eventually will get to mine. I don't have the EITC and ACTC credits that the IRS won't start processing until 2/15/19 - the day of another looming government shutdown. We have trump the dump to blame for all the delay.

We filed 1/12, Accepted 1/14... Married filed joint with 2 dependent's we do not get the earned income or additional child tax credit. Under my husbands SS# it comes up as a error message as if the return isn't even there, when we use mine it come up as accepted/1st bar. I spoke with someone at the IRS 2 days ago and they told me it doesn't matter if you were in the early acceptance/test batches no returns were actually processed until 1/28 and they cant provide any information for 21 days. Also there are no issues with the WMR app or sight, which seems to be a lie. unless dozens of people here are lying and saying their status hasn't changed but their deposits have shown up.

Super frustrating, we have never had a delay or so much trouble getting our return. usually the status changes to approved within 10 days and the deposit follows 4 or 5 days later but as of today no change at all still getting a error and one bar.

I checked my last returns, and I always been in a lower cycle (ie 500s). So maybe I was lucky, and I was drawn early. One thing that was different this year is that I claimed the electric tax credit for the Bolt that we picked up. Other than that, nothing was majorly different. As I stated in another post, I need to file a 1040X since a 1099-R was received after I filled, but it was a 401K rollover so it will be tax free anyway.
