im making monthly payments on previous returns. where do i enter that information?

You do not enter anywhere that you are on a payment plan...

You do not enter anywhere that you are on a payment plan for prior years' taxes. The IRS knows. If you are getting a refund for 2016, the IRS will take your refund even if you have a payment plan.
