Filing requirements vary from year-to-year. If you did not have a requirement to file, no penalties apply. However, if you had a filing requirement, there could be several penalties. Keep in mind, the IRS gets copies of all income documents, such as W-2 or 1099's. If you need to file a prior year's return, you will have to download the software applicable to that tax year. You can file 2019 with TurboTax Online.

I'm just a fellow user, not a tax expert, but if you're in a tricky situation with the IRS, you may wish to discuss your situation with a local tax professional CPA or EA experienced in dealing with the IRS about such issues, and who can assess your situation and may be able to more easily "catch you up."

TurboTax can prepare returns for the current year (online or desktop) and the prior 3 years (desktop only).

If you were due Federal tax refunds on years older than that, there is a 3-year statute of limitations for claiming the refunds. You can download paper forms for past-year returns online at the IRS website.
