You will receive your debit card in 5-10 days after you ordered it. However, when the return will be deposited will be dependent on the ITS.

Is it 21 working days because I filed January 31st 2019 and I don't know why I said put it on my Intuit card I did that because I thought it would get there faster but is it 21 working days and I didn't know there was going to be a charge

The 21 day time frame is 21 calendar days, not business days. Once 21 days have passed since your return was accepted, you can reach out to the IRS to inquire about the status of your return.
