Filing a 8962 Form After E-Filing?

I did my taxes a little too early this year and then later received a 1095-A in the mail. The IRS sent me what I believe is the 12C in the mail. Is there any way I can fill out the 8962 at the moment so I can mail it in? It's for my 2019 return. It seems like TurboTax Online will allow me to do it when amendments are allowed in late February, but I wanted to be sure. The letter says I need to mail this in in the next 20 days, so I'm kind of worried.

If your return has been filed and Accepted, you can open it under 'Your Tax Returns and Documents' at the Sign in page (screenshot).

Choose Amend and add your 1095-A. Type '1095a' in the Search area, then 'Jump to 1095a'.

TurboTax prepares Form 8962 for you when you complete the section.

Save your Amended Return as a PDF file on your computer, so that you can print Form 8962 to send to the IRS.

When I try to amend using your instructions, I get this message.

"Amending is for adding new tax forms or making changes to your tax return. Not sure?

We'll help you get this done! You can amend your return using either TurboTax Online (recommended) or TurboTax CD/download.

Amending on TurboTax Online is not available for 2019 yet. Check back in late February."

Am I not able to do it yet? I saw some other instructions online telling me to click "Add State", and after that, I was able to back up a few pages and edit my federal return/add forms. Is this an okay way to fill out my 8962 and print it?

To add to DoninGA's comment, You will not need to amend your return, you will only be using an add state workaround to get back into your return.
