Returns are first "Accepted", and then refunds (money returned to you) must be "Approved". Only after the IRS has approved your refund will your refund be issued. From that time, the IRS estimates that most refunds will be issued within 21 days. Linked below is a little more explanation of what happens between acceptance and approval.
