I filed my taxes on the 13th and my Federal and State return says pending. Below the pending it says

"The IRS will begin to accept tax returns on 1/29. Until then, we will securely store your return and send it to them when they are ready to receive and process it. We'll email you as soon as your return is accepted."

Why is TurboTax holding my return until 1/29 if the IRS opens on 1/27??

TurboTax does not hold returns from being received by the IRS. The IRS pulls tax returns from the TurboTax servers starting on and after January 27. What you are seeing is just a best guess/estimate of when the tax return will be received by the IRS.
