When someone is getting a tax refund card do they have to setup direct deposit with their employer before they receive their tax refund on the tax refund card or does the tax refund automatically go to the tax refund card ?

Your paycheck has nothing to do with setting up an income tax refund debit card account ... although you can have your paycheck deposited to the card if you like once it is issued.

The tax refund card has nothing to do with your employer. There is an option you can choose when you have that card to get paychecks deposited to it if you want to do that. But you do not have to do anything in regard to your employer just to receive your tax refund on the card.
