Once upgraded to PLUS, you have to pay by credit/debit card. It is the paying that unlocks the prior returns. Did you do that, and did the charge go through? Also, the 2018 and 2017 returns must be in the SAME account for this method to work.

If you are sure the 2018 return is now upgraded to PLUS, but haven't paid, then here's how to pay.

Open your return if not already open. If you haven't yet filed 2018, there should be a "Take me to my return" button. If you have already filed the 2018 return, then to open it click on "Add a State" (that doesn't really add one.)
Once the return is open, then in the left menu column click on TAX TOOLS, then PRINT CENTER.
At the Print Center choose to "Print, save, view THIS YEAR's return." (Yes, you say "this year's" because you are paying for the 2018 return to unlock the 2017 return.) You don't actually have to print it.
It will ask you to pay. If the Order Summary appears OK, then choose PAY NOW.
You can pay by credit card or debit card (even though it only says "credit.")

NOTE: If it should offer you the choice of paying later out of the Federal refund, that cannot be done for this purpose. You have to choose PAY NOW.

See the info in my comment above first.

If you DID pay for PLUS by credit/debit card in the same account, but when you then go to download the 2017 return, you are still getting a message that you have to pay, then try this.

Log out of TurboTax and any other Intuit accounts.
Empty the browser Internet cache.
Close the browser and reopen it.
Then go to Online TurboTax and log in again, and try the download.
