Amending NY state return only

I need to amend only my NY state return to add a credit for long term care insurance payments in 2018. When I try to do this, TT tells me that there is no difference between my filed return and amended return. When I print the amended return, it only printed a federal 1040x and associated documents, no state amended return. What am I doing wrong????
