Was the notice for not submitting your OH tax return--or for not paying your tax due? It would seem odd to get notice from the state that just says you did not file. If you prepared a state return and owed money to OH, you had to pay it by check or money order, or by going on the state's tax website to pay. It is not possible to pay a state tax due from a federal refund. A common mistake is thinking that your federal refund will pay the state tax due, but it cannot.

Check your e-file status:

When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

Another thought--since you are in Ohio--Ohio has a lot of school district taxes and various other city/local /RITA taxes--many of which you must file and pay on your own--not through TurboTax. So make sure you took care of that and that you have bank/credit card records as proof that you paid if you live in one of the areas of OH where that applies to you.
