Hopefully, you printed and mailed the return yourself. TurboTax does not mail it for you. Also if you have a state return as well, then, hopefully, you did not mail the Federal and state returns both together to only the state tax agency.

Do you find information about your Federal return when you use this IRS tool?

https://www.irs.gov/Refunds

Be sure you use the Federal refund amount showing on your Form 1040, Line 20a. Do not use any total refund amount that includes a state refund.

If that tool shows that your return is still being processed, we can tell you how to phone the IRS to speak to a live agent for info about the delay.

I have received my state return but not my federal. what would be my next step.?

[NOTE: An original typo in this sentence has been corrected 6/18/19 1:33 PM Pacific.]
Hopefully, you mailed the returns separately to IRS and state, and not in one envelope to just the state tax agency. You need to see if the IRS received your return, and if so, you can ask them about the delay.

You didn't mention what you found when you used the "Where's My Refund" tool I provided in my comment above, and whether there is any message for you at the IRS website. That would have possibly had a clue as to the next step.

In any case, here's how to reach a live agent at the IRS:

800-829-1040 (7AM-7 PM local time)

When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.

First choose your language. Listen to each menu before making the selection.

Then press 2 for "personal income tax".

Then press 1 for "form, tax history, or payment".

Then press 3 "for all other questions."

Then press 2 "for all other questions." It may transfer you to an agent at that point, but there is likely to be a long wait.

I usually use a speakerphone so I can work on something else while waiting.

If you don't get good info/results from the IRS, you can contact the IRS Taxpayer Advocate for your area. They are especially prone to help if you have a hardship, or if there have been continued delays with lack of info from the IRS. At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate.

http://www.irs.gov/uac/Contact-a-Local-Taxpayer-Advocate

Also see this article for more info on how the IRS Taxpayer Advocate Service works::
http://www.irs.gov/taxtopics/tc104.html
