Can my 2017 offset affect my 2018 return

Last year my refund was kept for unpaid student loans for the amount of 5,375.30 that was what my return was suppose to be but as I said was offset . So this year while when I started to do my taxes I called to find out if they would take it again and the refund they kept last year came up . Does this mean I won’t get a return this year
