The IRS recommends checking where's my refund: https://www.irs.gov/Refunds if it has been at least 4 weeks after mailing your paper return. You can call the IRS at 1-800-829-4477 more than 6 weeks since you mailed the paper return.

TurboTax has nothing to do with your money, return amount, or when you will be receiving your refund. That is handled by the IRS directly. I would advise giving them a call or visiting their website (link provided above) to gather more information as to the status of your mailed return.
