      <description>&lt;P&gt;&lt;B&gt;&lt;I&gt;Not likely-&lt;/I&gt; not from the IRS. &lt;/B&gt;You need earned income or (possibly) to have a child (or yourself) as an undergraduate in college to get a refund without a tax liability.&amp;nbsp;Some states have refundable credits based on paying rent or being disabled, but I'm guessing you're in Alaska?&lt;/P&gt;</description>
