Where's my refund

I have not received my refund. I e-filed 02/12/19. When I go to check the status from the IRS there is no status available. When I checked the CA state refund tracker it says it has been issued but I did not receive the amount. I cannot find a number to speak to any live representative to solve this. HELP!
