We provide more than half the support of our granddaughter who lives with us.

I prepared both our taxes forgetting to claim her on ours per permission of our daughter.

Her refund is being held as she apparently is behind somewhere on her student loans.

Can I amend our taxes? Or will the denial of her refund make us ineligible for doing so?

No, her refund denial would not keep either of you from amending. Amended returns are filed by paper in the mail and take 6-12 weeks or more for the IRS to process. You would both have to change the Personal Information sections in your return, your daughter to delete a dependent and you to add one.
