Try this:

Sign completely out of Turbo Tax. Clear your cache and cookies depending on your operating system by following the directions below. Go back to your email and click on the link within the email and it should apply at this point.

Nevermind, I think the promotional email is not even for the product I'm using. It says it's for TurboTax "Live" Deluxe. I'm using regular TurboTax Deluxe. I'm really aggravated that TurboTax sent me an email with a promotion that said come finish using a product other that what I'm using. I wasted a lot of time trying to figure out what this promotion wasn't working. Thanks for trying to help.
