Dual citizen streamline backlog...am I still able to apply for recovery rebate credit?

I am a dual citizen and have done my US streamline previous year but turns out my file has not yet been processed after calling IRS. They said I can continue filing this year regardless but since my info is not in their system will I still be able to submit recovery rebate credit?

Filing this year's return will also get your information into the system and get the recovery rebate credit applied for and on their radar as owed to you. But since they haven't processed your return yet it will almost certainly get pulled out for extra processing. SO you will get the credit - but it may be a while.

Your other option is to file an extension and put off filing your return until they finish processing last year's return (or until October 15th, whichever comes first.

I was told due to backlog they are still processing from last March... and I sent in last October...will filing on time complicate things...? What does the extra processing entail?

Filing on time doesn't complicate things. The IRS being backlogged complicates things. Extra processing is a nice way of saying 'join the backlog'.
