Am I being charged twice for TurboTax?

I bought a code from Costco for the desktop version of TurboTax and downloaded it and am almost finished submitting my returns. However, it's asking me if I want $45 deducted from my federal returns. Didn't I already pay for this whole service? Why am I being charged twice? (for reference, I bought "TurboTax Deluxe 2021 Tax Software, Federal and State Returns + Federal E-file" for $49.99)

It depends on which software you purchased. One free state download is included with TurboTax Deluxe, Premier, and Home and Business. This means you can prepare and print unlimited returns for one state at no extra cost. If you need additional states there will be an additional charge. There is also an additional fee to e-file your state return. TurboTax Basic does not include a state download.
