Claim for real property tax relief credit. The third question makes no sense

The third question says was any rent you received for non residential use of your property 20% or less of your rental income during 2021.

The two choices are yes non residential Rep made up less than 20% of my rental income or no non residential rent was 20% or more of my rental income

the correct answer since I have zero rental income but that's not a choice, so how does one proceed here

Can you clarify exactly what this credit is? Is this for a state return? Which state?

NY State , TurboTax said I might qualify for it and ask me some questions. When I started answering the questions those choices came up. So I just picked one and continued and it said I do not qualify, so I went back picked the other one and I said I do not qualify again. So I guess I don't need to know this after all. Thanks for the reply but I did Google it out of curiosity and found this:
