I owe 6K to unemployment and the said the are taking my refund until its paid, is this allowed

Yes, seizing your tax refund or garnishment of your pay and/or bank accounts for non-payment of a unemployment compensation debt is allowed.

Yes. States have a right called "right of offset." If you do not pay back benefits that were overpaid to you, they can seize any payments they may owe you. These include past or future Unemployment Insurance benefits, contract payments, state tax refunds and other payments.
