I lived and worked in WI from the beginning of 2021 until July 2021 when I moved to SC. I continued working my job from WI in a remote capacity so there have been state taxes filed for WI for the first half of the year and SC for the second half of the year. Do I need to file a state return for both states?

Yes. WI taxes all WI based income. You will file a WI return for all WI income. Prepare that return first as a part year resident. Then prepare your SC return. If all income earned while in SC in WI based, claim that portion earned while living in SC. Then, you will get a credit for the WI tax paid on the SC residency time period equal to the lower of the two states tax on the income.
