I filed with Turobtax, who I cannot contact. TurboTax software said refund of 1663, now IRS sends letter saying I owe 1645.

We made changes to your tax return that changed the amount of your refund. Our changes eliminated your expected refund and resulted in a balance due of $1,645.00. You will receive a notice that explains the changes to your tax return. Your notice was mailed on February 21, 2022.

Please read the following information related to your tax situation:
What to do if you can't pay your tax

More details about the changes we made to your tax return:
We changed the amount claimed as Recovery Rebate Credit on your tax return. The error was in one or more of the following: The Social Security number of one or more individuals claimed as a qualifying dependent was missing or incomplete. The last name of one or more individuals claimed as a qualifying dependent does not match our records. One or more individuals claimed as a qualifying dependent exceeds the age limit. Your adjusted gross income exceeds $75,000 ($150,000 if married filing jointly, $112,500 if head of household). The amount was computed incorrectly.

This is the information I have. Nothing specific or helpful. All socials are correct and have been filed with them for at least the last 4 years. All depends are under 15. All depends have same last name as me. I only made approx 97000 last year and am married. So not understanding any of their reasons.

Accepted just means received for processing. It does not mean Approved as filed. That notice is a generic one, and lists several possible reasons. Wait for an actual letter in the mail from the IRS. Did you perhaps say you did not receive a stimulus when you actually had? See:

2021 Recovery Rebate Credit — Topic H: Correcting issues after the 2021 tax return is filed | Internal Revenue Service (irs.gov)
