How do I print my city tax return to mail in when my state return is preview only? My state return was already accepted and my owed payment was accepted.

In years past all I had to do was print the state return and mail in the last few pages pertaining to my city return.
Depending on how I access the document on Turbotax gives me a different problem. One area says my state return is "preview only" but will not let me preview it. Another area let's me open it to print but states "form not final, do not file" over each page.
