That is not a new fee. TurboTax has been charging a refund processing fee for many years if you choose to have your TurboTax fees deducted from your federal refund. Have you been using refund processing in the past without noticing the $39.99 fee? The fee is charged by the third party bank that receives your refund, takes out the fees and sends you the rest of the refund. Avoid it by paying upfront using a credit or debit card.

If you have not e-filed already, you can always review your fees and remove any unwanted add-ons.
