If your tax return does not have any taxable income entered you cannot e-file the return.

Why are you trying to file a tax return without having any income?

sorry, the w2 without amount in box 1 is one of 4 w2s. it's from a settlement from former employer.

You do not need to enter the W-2 with no income and the entry in box 14. Box 14 is only used by employers and is not reviewed by the IRS.
