Needs Review stuck in loop

I am trying to add a 1099-s for payment of land easement.

It is my understanding that I need to complete this under the:

Add Investments>Other>Land - Personal Use

The "I have more info" box is not checked.

When I finish it says "Needs Review". I have tried multiple different things, but it keeps saying needs review. Any ideas ?

This will not be reported as income to you. This would reduce the cost basis of your land when you actually sell it. When you do sell your land, then you will report in the manner that you described but for now, this is not taxable income.

Yeah, that is my understanding as well, but I received a 1099-s form letter in the mail from the utility company so I assume the IRS will want me to report it - Even if the proceeds match the cost basis.... Anytime I try to fill the portion out it loops back to "Needs review" and there is nothing that I can see I am missing.
