Online fees go up on March 1. You can pay ahead of time to lock in the lower fee if you pay by credit/debit card. You do not have to file by February 28---you just have to pay the fees by then.

It means that on March 1 the early prices expire and go up to full price. So you can pay the fees now to get the low price. The fees are determined at the time you file or pay.
