Keep in mind:

It takes some time to incorporate state forms into TurboTax. While they may be available from your state on a given date, we need a few days to make the forms available for use in TurboTax.
When you locate your form or schedule, there will be dates for both Print and (depending on the state and the form) E-file availability. If the E-file form is listed as unsupported, the form must be printed and you'll need to mail your return.
Forms and schedules missing from the table aren't supported in TurboTax.

Looks like form 8582 is available in both print and e-file but TurboTax still flags it as not ready

It would help to have a diagnostic file which is a sanitized copy of your tax return that has all of your personal information removed but still has all of the forms and numbers entered. TurboTax Online:

Sign in to your online account.
Click on Tax Tools on the left tool bar
Select Tools
In the pop-up screen, click on “Share my file with agent”
Click OK on the message that a diagnostic file will be sanitized and transmitted to us.
Please provide the Token Number.

TurboTax Desktop/Download Versions:

Open your return.
Click the Online tab in top menu bar
Select “Send Tax File to Agent”
Click Send on the message and the tax file will be sanitized and transmitted to us.
Please provide the Token Number.

I followed your instructions to "Send Tax File to Agent”. The token number is 928934.
