I’ve amended my return several times for several reasons but each time, the box about me owning a foreign bank account is marked yes. Why??

That is one of those screens that resets to yes every time you open it so you are forced to choose no every time you access that section of the program.

Is there any logical point to that or is it a glitch that intuit doesn’t fix?

It is done on purpose by design ... it is a question at the beginning of the section so if the program stops offering it and you want to change your answer you could not. The program is written for you to pass thru each section going forward only once so if you return and revisit sections again and again you will see the same options over and over.
