I just realized I did not have to pay for the service in 2017.

it is up to turbo tax if they want to issue the refund.

Probably not since you used regular TurboTax. TurboTax FreeFile is a service provided under the IRS.gov free tax filing program. For 2020, if your adjusted gross income is below $39,000, you would qualify to use TurboTax FreeFile. This is a separate product from regular TurboTax and has its own dedicated website. Returns filed through TurboTax.com are provided more options for upgrades, product support, and year over year carryforward tax information that is not available in the IRS FreeFile product.

Since you filed through TurboTax.com, you had available to you these additional options and services not provided to taxpayers that use the FreeFile service through IRS.gov. Therefore, we would not be issuing a refund.

And back in 2017 the limits to qualify for Tax Freedom Edition were lower. So you might not have qualified. Each year the limits are higher.

Over the years a filer had to meet ONE of these requirements:

1) AGI at or below the max requirement for that year (see amount by year below)

2) Or eligible for EIC (Earned Income Credit) aka EITC

3) Or active duty military (including Reservists and National Guard), with a higher income limit, and a military W-2.

Here are the income qualifications for the TurboTax IRS Free File Program (at one time called "Freedom Edition") for the last few years, according to my quick search of old forum threads. These are the figures for non-military filers. Military filers had a higher income limit.

2017 AGI $33,000 or less
2018 AGI $34,000 or less
2019 AGI $36,000 or less
2020 AGI $39,000 or less
