Can I file for 2019 federal taxes?

I had filed by mail last year, IRS never received. They told me to refile electronically for federal.

You can't e-file a 2019 return with Turbotax. Professional preparers might be able to e-file older returns, but consumer level software can't. I would not buy another copy of Turbotax if you already have a copy of your 2019 return that you can print, sign and mail in again. It won't do you any good. Either print your 2019 return and mail it in again, or pay a professional to e-file it for you, if they can.
