how can I apply 2020 federal and california refunds to 2021 taxes?

As you through the Filing interview, TurboTax will ask you what you want to do with your refunds--first the federal and then the state. Indicate on the Refund screen that you want to apply the refunds to next year's taxes.

After entering info for both returns, the Deluxe program will ask if you want to apply your refund to your 2021 taxes.

That screen never opened, is there a work-around?

unfortunately that screen didn't open. is there a back door to get to it?

In the search window on the top right (in Deluxe), key in "1040-ES", then click on "jump to 1040-ES. Answer "no" to changing W-4 withholdings, then the next screen will ask about making estimated payments.
