That means your TT fees have been paid.

I just found out a few days ago my income tax filing was paid, to Turbo Tax but it never said how or who paid them, but I was supposed to pay out of my refund, but I haven't received it yet so who paid my filing fee

Santa Barbara Tax Products Group is the company that processes the Pay With Your Refund service; now once the IRS issues your refund, SBTPG will deduct the Turbo Tax fees and refund processing service fee and the remaining balance will be issued to you. The FAQ's below serve as a reference:
