"Failure-to-file" penalty on filed return

I am still waiting for my 2019 refund (filed electronically on 3/30/30 via TurboTax). Today I got a notice that my refund was being reduced by $820 for a "failure-to-file" penalty. I was wondering what support, if any, Intuit offers on disputing this penalty.
