The IRS has not given notice of how this will be handled. Here is some information about this. You will get you money back, just hang tight until the details are worked out for this huge deal.

I did not file my taxes yet, can i just deduct 10200 from my 1099 unemployment benifit

No, do not file and deduct your unemployment benefits. The bill was signed into law today, and the IRS need some time to get the details and forms ready for use.
