Your post indicates that you're using TurboTax Live Deluxe Online. The "Live" part of that means you upgraded to be in contact with a tax expert. That's an extra charge. Did you add the Live feature by mistake? You can remove it if you haven't used that feature. See the instructions I'm linking below.

TurboTax collected all my info and then says that they will not prepare my taxes unless I pay. They claim this is because I had HSA withheld from my paychecks, but I withdrew nothing and IRS says that a form is not required. So why upgrade?

"but I withdrew nothing and IRS says that a form is not required."

You are mistaken on this point. This IRS does not say anywhere that this form is not required just because you did not withdraw anything.

The IRS says in the Instructions for form 8889:

"You must file Form 8889 if any of the following applies.

• You (or someone on your behalf, including your employer) made contributions for 2020 to your HSA. [emphasis mine]

• You received HSA distributions in 2020.

• You must include certain amounts in income because you failed to be an eligible individual during the testing period.

• You acquired an interest in an HSA because of the death of the account beneficiary. See Death of Account Beneficiary, later."

"because I had HSA withheld from my paychecks"

This means that you had a code W in box 12 on your W-2. This means that bullet point #1 applies - which means that the IRS requires the form 8889 be added to your return.
