Do you notice that you can't actually talk to someone at TurboTax, or send them and email? I experienced a similar bug. I’m using TurboTax Deluxe on a Windows 10 desktop. After entering my data, I found that my withholding amounts were about $5,000 shy of my tax obligation. However, because of the estimated tax payments I made I had really paid in about $700 more than I owed. None the less, TurboTax automatically filled out Form 2210, Underpayment of Estimated Tax, and also checked Box A requesting an 85% exception waiver. I tried to uncheck that box but it would not let me do that. I went ahead and submitted my tax filing and it was rejected by IRS with the following error: ”F2210-003 - If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.” So, my next step was to fill out the Waiver Explanation Statement, which I did, then resubmited the tax return. That too was rejected by IRS with the same error message as before. My next step was to see if others had the same issue. They did, and one person suggested right clicking on Box A and selecting “override.” This allows unchecking the box. Then he suggested doing the same with the box saying “Yes. You qualify for the 85% relief Waiver”. I did, and then I deleted the “X” in that box as well. Form 2210 then disappeared with the forms being submitted, and on my third attempt IRS accepted my tax return. TurboTax needs to fix this glitch. It was frustrating and difficult to try to find out why my return was being rejected, all because TurboTax was automatically submitting Form 2210, which I did not need to submit. Perhaps next year I’ll return to H&R Block software!

WAIT for the form release!!!!!!!!

In mid- January , the IRS announced they were changing the "90% test" (line 5 of this form to 85%, so I suspect it's taking TT and others time to reprogram and test the software.

https://www.irs.gov/newsroom/irs-waives-penalty-for-many-whose-tax-withholding-and-estimated-tax-payments-fell-short-in-2018

so the penalty could be less or eliminated once the form is updated. It depends on the math that carries through the schedule

I experienced the same problem with the newly released form 2210. The form does not seem to accommodate the "safe harbor" provision that there is no penalty as long as you withheld or paid estimated taxes equal to or greater than what your 2017 taxes were or 110% of your 2017 taxes, depending on AGI. Have to see what the next update bring.

I'm running TT Premier 2018 Desktop version. TT checked the box on the form, not me. Then TT asserted the error that the box should not be checked. My estimated taxes paid were more than what my 2017 taxes were and more than my 2018 tax liability. I did software development for 25+ years. Seems like a bug in TT to me but maybe I've missed something. Your withholding and estimated taxes paid situation may be different. For example, from looking at the form, if one has withheld more than the 2017 tax liability Form 2210 exits very early. Not my case as I pay quarterly estimated taxes, which cause a different flow through the form.

OK.....success, I think.

I had the same message, and couldn't get rid of Form 2210 even though I do NOT owe a penalty. I over paid my estimated taxes, they owe me.

I just went to Form 2210 and in the Part II, next to Box A was a button "Explain" I clicked on that, and a new section opened up where I typed in my Explanation..... I typed " I do NOT owe a penalty, I over paid my taxes, You owe me".

I refiled, and it was just accepted !!!! Hopefully, that is the end of it.
