Under your question it says "Free Edition." What is the $30 fee--is that for the PLUS upgrade? If you chose to pay that out of your Federal refund, there is an additional $40 service fee.

I will assume you are not in California, where the "pay out of refund" fee is $45 and has a different removal method.
