Can't enter (US) billing address with foreign mailing address.

I have a non-US mailing address.

I have a US credit card with a US billing address and I would deposit my refund to a US institution.
I'm trying to enter my US billing address, but it won't let me click the fields to enter the address.

I think this is a bug.

I have tried clearing the site data.

I have tried leaving the billing data blank and unchecking "Shipping address same as billing" and entering the billing address in the fields below, but that gives the error "Whoops! We hit a snag loading your data. Please try again.".

Please tell whoever works on this that the checkbox should have display: inline-block and the countryselectfields should have display:block.

Also, it won't let me choose a different shipping address from my billing address, but I don't need anything shipped to me because I'm using direct deposit. Still, that's a bug that should be fixed.
