i downloaded the software to be able to fill 2019 taxes but it does not allow me to e file since today's has 2021

look for TurboTax 2019 cd/download and use that one.

TurboTax closed e-filing of 2019 tax returns after October 2020. The 2019 tax return can only be printed and mailed, it cannot be e-filed. You have to select File by Mail in the File section of the program.
