Can I re-send my taxes from the previous year that was rejected because i didn't have a PIN but now I have it?

I was ready to send my taxes last year but couldn't find my PIN for that year. I now have found my PIN and I am ready to send it.

How do I do this?

Last year? For 2019 return? Sorry you have to print and mail prior year returns now.

Yes, 2019!

Will mailing it affect how much I get back? I spoke to tax accountant and they said unless I owe, penalties don’t affect me.

Is this still true?
